Three working groups were formed within the Commission to deal with the content of the care initiative. The focus of the working groups is the implementation and evaluation of the objectives of the care initiative adopted by the Swiss electorate on 28.11.2021.


Project 1: Personnel allocation (nurse-patient ratio) and training offensive

Project group one examines the necessary staffing ratios (also known as nurse-to-patient ratios) and the associated implementation of nursing training. The combination of these two topics makes it possible to define the nurse-to-patient ratio (depending on the setting) x nursing recipients (current and forecast): Number of nurses - expected loss of workforce to derive how many nurses need to be trained at the various training levels today and in the future.

As this will be an ongoing issue in nursing, another question is how this can be monitored at the public health level over time so that in the future we will not face a shortage of nurses as we are experiencing now.


Project 2_ APN: Patient safety, quality of care and skills mix

If patient safety and caregiver and quality of care is seen as an outcome dependent on effort versus cost, then the question is who should do what in a care situation or care process to achieve the best possible outcomes. It is important to define how this can be monitored, evaluated and translated over time into national recommendations at different local levels (real world).


Project 3_: Care models, working conditions and job satisfaction.

The relationship between nurse and patient influences job satisfaction and therefore also the working conditions. A certain skill mix can be part of a (new) care model. However, there are other working conditions that have an impact on job satisfaction, which in turn encompasses various aspects. The working group has set itself the following priorities:

  • Focus on a comprehensive definition, including specific criteria, of what makes a healthcare model a caregiver model,
  • what criteria are recommended at national level to measure job satisfaction and
  • what variables do we propose to make working conditions visible and thus comparable and adaptable?
